Who is required to file a BOC-3?

Any motor carrier, broker, or freight forwarder applying for or maintaining federal operating authority from the FMCSA for interstate business must file a BOC-3.

Are there any additional fees besides the enrollment cost?

The annual service fee is $129 plus a one-time $39 enrollment fee. In addition, there is a $15 processing and handling fee for any Service of Process received in excess of 5 pages (except for the first Service of Process of the year, which is included at no extra charge).
